Any natural and juridical persons (residents and non-residents) may open their accounts with the banks of the Republic in the Belarusian roubles and any foreign currency which official exchange rate to the Belarusian rouble was fixed by the National Bank.

All inter-bank settlements are carries out through the inter-bank settlement system (АS MBR). It includes the settlement sub-system for large and term money transfer (BISS) and the clearing sub-system for other money transfer. All inter-bank settlements for large and term money transfer and for clearing outcomes are effected through BISS in the real time mode. Any payments made through BISS shall be final and irrevocable from the moment of entry of such operation into the correspondent accounts of the banks. АS MBR processes approximately 120 thousand electronic documents and payment messages of the customers and banks per day. 9% of their total number (90% of their aggregated amount) are made through BISS.

At present, the following payment instruments are used for non-cash settlements:

  • payment order;
  • payment request;
  • cheque;
  • instruction/notice;
  • letter of credit;
  • bank smart cards.

The National Bank devotes its close attention to introduction of bank cards into the payment transactions. The banks issue the cards of both the national BelCard system, and of the international banking associations such as VISA and EUROPAY/MASTERCARD.

During the recent years the development of the bank paper market has been particularly dynamic: its capacity increases by 2 – 2.5 times annually.
